After Reaching 100% On Registry - Permanent?

How does PSA handle this? Questions below:
Carlos Aponte has 100% on the Set Registry for his 1972 Topps Baseball Set. I guess that it will be there forever. He sold the set, so I would guess that there is a block so that he can't go back and change things. How does PSA know that Carlos sold the set?
Frank Bakka had 100% completion on this 72 Set, but now is below 100% because of an update, I guess. How come he can update and Carlos can't.
I'd really like the Registry to post dates as to when a set was either updated, changed, or sold. I like to see the progression on a set by the owner.
For instance:
I have alot more respect to look at a set and see that for example:
[Fill in the name] first entered his card on the registry for the 1952 Topps on January 23, 1997 and it shows a progression as to where he is at now, as opposed to someone who just bought a set all at once and listed it. It shows no progression to excellence, only the money to purchase one, post it, and change the name of the owner.

Dale,
There is an option on your edit set page that allows you to "Delete Set". I used this option instead of deleting each card one at a time. If you use this option, and your set is 90% complete or greater, it will remain on the All-Time Finest list forever. Furthermore, by using the "Delete Set" option I can no longer, edit my set.

You could put your progress in the "comments" section when adding cards. This person has done that for his 1981 Topps set. Pretty neat idea.
Example
Currently collecting.....your guess is as good as mine.
Because Carlos deleted his set - it stayed at the same level that it was at the time of deletion. Because mine is still active, I can add, delete, update all day long. The level for immortality is 90%.
If your set gets over 90%, it will stay in the All Time Finest forever provided that you use "Delete Set" rather than removing a card here and there until you fall below 90%.
