Can I assume that if a low-grade, low price coin had been dipped at one time it is not as bad as one that's high grade?

NO! I coin in VF or less that is dipped looks completely wrong. I saw a dealer dip a 1921 dime in Good. I might have bought it before she dipped it. After dipping, it looked like a slug.
The strangest things seem suddenly routine.

the low end coins look stupid dipped. a little age tone brown of black can hid alot of wear on a lower grade coin
