Best way to submit coins?

Im trying to find the best way to submit coins for grading. Being that I'm a relatively small time collector who typically buys coins that are already slabbed I figure I will only need to sumbit 2-3 coins a year. It therefore seems like getting a membership to a grading service is overkill. Is this correct? Can/should I submit coins without a membership? Any info is greatly appreciated.

Silver membership is free.

It's $12 for moderns ($2 more than a paid membership) and $30 for regular (the same price as a paid membership). It just lacks economy service. If he's only submitting two to three coins a year, the price difference is of little consideration.

While we're on the subject, can I also get a regrade at these same prices at the silver level? The boxes come up on the online submission form but they are blue for regrade or crossover and I'm not sure they are offered at my cheap-o level of membership. I have a JFK green label graded PR69 before designations and I'm positive it will go DCAM. I'm not sure I should re-grade this one or just buy a new one for about the same money. It's a really nice coin and does deserve the designation.

Regrade isn't a service level, it's a submission type, so the answer is yes you can do it with a silver membership. However, what you're talking about is a "designation review" not a regrade. This is important because if you simply sent it in as a regrade you're likely to just get back the same thing in a new holder.
Since designation review is also a submission type and not a service level, the answer would also be yes.
