Would 1947 Mint Set be missing halves in the "S"s?

After looking it up in the Red Book. It appears that no "S" halves were made that year. I was looking at my mint set and first though that someone took the halve out. I'm guessing that they wouldnt have put another mint's halves in the "S" group.

Am I right to assume that the set is actually complete?

You are correct - a 1947 mint set is complete without 1947-S half dollars.

The same is true of the '48 Mint Set - no S half. And in '49 - there was no S quarter.
