Although I wouldn't subscribe to this being an "error" others would. To me it's floor scrap from the mint, but that's another issue entirely.
A person with some experience and knowledge in that area could answer with the specifics, but the distances between the punches, the small area of upset rim, the thickness of the scrap, and the nature of the punches when viewed with magnification would all be tell tale signs of whether it came from the mint like that or if you made it in your basement.
Well, a true counterfeit blank is not so easy to make as you'd think. That is according to the ANA's book on the minting process. If this piece is genuine, it would have some value. But I'd want it authenticated before purchasing it. But this type of error does happen, and it is very rare.
