"old cleaning" v. new

I'm a novice and appreciate the time and expertise of board members. How does a coin graded "old cleaning" differ from one that merely reflects having been "cleaned?" Does the fact that techniques of the past were presumably less advanced technologically than those of today indicate that coins subjected to "old cleaning" generally appear more harshly treated? Thanks.image

Old cleaning will have toning covering it. Other than that the hairline scratches new or old are the same.
