If the coin is of enough value to be graded then you might try the conservation service that NGC is promoting. They advertise it in the Numismatic News. Their website is www.ncscoin.com. They claim they will evaluate your coin to determine if it will benefit from conservation. They also claim their treatment not only addresses the immediate problem but that it also promotes the coins longer-term stability. If anyone has had any experience with NCS it would be interesting to hear what they could or could not do with corroded coins.
For any coin with active corrosion, acetone is the way to halt the process. It will remove the PVC residue (if that's your problem) without reacting with the surface of the coin. But as Russ points out, the corrosion (i.e. pitting of the coin's surface) cannot be removed. Don't waste your money sending it to a conservation service.
