You wanna know a big secret........shhhhhhhh. PCGS sometimes will give a semi PL coin (at best) the PL designation as their way of saying it is PQ for the grade, in other words, a juuuust miss 65 may get a 64PL grade even if it is only barely semi PL. The same thing goes with DMPL's, they will occasionally give a really PQ MS65PL coin a DMPL designation if the coin is really nice for the grade and at least close to being DM.

It would really make a lot more sence for PCGS to give out a PQ designation
then a bizarre round about method, that only applies to Morgan Dollars.
