Are "chop-marked" coins considered "damaged?"

Will they be graded or body-bagged? Do they ever receive "MS-xx" grades....they are no longer Mint State, right....

Technically they aren't mint-state, but they can be uncirculated. Some people like the added historical value, so pay a premium for the chop marks. Others see them as damage and won't touch them with a ten foot pole... or eve twenty foot
