question of mintage figures

Soneone asked me this question on another forum, and I didn't know the answer. So I'll put it up here.

"Do the yearly mintage figures include the coins in the mint sets? Or are these separately produced and are in addition to the mintage figures?"

They used to include the mint set totals but around '97 or so the mint
set coins have been excluded from the yearly totals for circulation issues.
