It's a way for a seller to put something up for sale without having to wait for the auction to finish. I've done it. He wants a price for it and would sell it to the first bidder at that price.
Also they buy and grade/slab a bunch of coins - they probably have quite a few of these that didn't have any CAMs or DCAMs and may want to move them out fast ( I wouldn't be surprised if after this sold - another got relisted within a couple days - maybe even with same photo)
