Registry Set Questions

With my most humble, almost embarrassing coin budget, I've been considering a Peace Dollar Registry Set - I have some stupid questions.
Now I'm completely ignorant to the Registry program and don't know for sure how it works. Do you have to submit your own coins to be graded or can you buy a coin that's already been graded? If you can buy a pre-graded coin, then who's to say you even bought it? I'm assuming you enter the slab number, which can be pulled from most auctions - and what's to keep you from registering the coin and then selling it, leaving it in your registry?
I understand this is not the point of a collection, but exactly how do they regulate such a program? Do they send the PRSP (PCGS Registry Set Police) to your door at random to inspect your collection?
