SLQ - What constitutes a full head designation?

I can see the hair, eye and nose but the head is pretty worn down.
Does this merit Full Head?

Thanks.
After reading #1 - I couldn't even find the hair to look for the leaves so I got shot down pretty quick.
Since that was a good thread I missed I brought it back and I was even able to add some useful information I looked up
