Downgraded? 1879-cc ms64

I'm in the midlle of a discussion here and need some expert info. I have a real nice 1879-cc MS64, in an old pcgs holder. To me this coin should have the PL designation. If I send it in and go for it, can it be downgraded?

Leave it in the holder, and request a "Variety Designation Review". In doing so, the old grade is guaranteed.
Cost is just ten bucks.
If they agree, they put it in a new holder graded 64PL. If they don't agree, they return it to you as is in the old holder.

PCGS doesn't have this service anymore. NGC does, but not PCGS.
You need to send the coin in under their "Regrade" service. PCGS will guarantee the current grade or pay you the difference. Your coin will come back in a new slab.
