SQ grading question..

Or it could be any coin,but we all know different series grade differently.Lets use a 2002 SQ for example here.
How would this coin grade if,it had full luster,no visible contact marks but was not a fully struck piece.
Everything checks out great except a weak strike.How would it grade.64 only because of the weakness in strike?Or maybe 66 since the slightly weaker is the only thing keeping it from a 68.How many ponits are taken away for say one of the main areas we look for in overall apearance...ie;Strike ,Luster, Surface Preservation,Eye-Appeal.
Would strike be the over-rideing factor above the other aspects for grading SQs?I know strike IS terribly important.
And is it different for other series?I think with Peace Dollars,a weak strike is usually a given.
