Newbie On Deck with A Silly Question

As a way of introduction, I began collecting coins as a teenager. My interest waxed and waned over the course of the next couple decades based upon life (some stressful) events. In the last year, my interests were re-vitalized and now I have turned my efforts to slabbed coins (generally modern, although I have attraction also to SLQs and Buffalos). Now my question:
Could some of you experts provide me the answer to a question? While the special mint coins 65-67 are included in the basic proof sets of the Jefferson, Roosevelt, Washington, and Kennedy, why are they not included in the basic proof set of the Lincoln?

As a Lincoln Proof collector,I to felt it should have been included.No one has given a satisfactory answer,except that as has been pointed out they weren't Proof coins.That really doesn't fly,since they are included in the other sets.

Thanks for your responses (especially you Russ). The answer that they are not proofs still does not explain why they are treated differently among the Lincolns than among the other denominations.
I did post this question twice in the Q & A forum and have not had a response. I guess Newbies have to wait until they earn their wings before they can receive a response. For that reasons, I have turned to the more friendly environment of this forum.
