To me it looks like it had a nasty acid bath, something on the order of hydrocholoric or hydrosulphuric kind.

Look on the side and see if you can see the layers but I feel safe saying it's post mint damage. I can see pits from where something corroded it.
Change that we can believe in is that change which is 90% silver.
