1997-P Dime, Matte or Freak of Nature?

I received a 1997-P dime in change today that appears to be matte. I know some nickles were known to have a matte finish but how about dimes...? sorry but my knowledge is still limited.

Will post a picture as soon as I jump start the scanner...

Perhaps Sandblasted? Mother Nature?

It was a nice find even if someone other than the mint had a hand in the appearance.

A post Mint alteration. It looks like it was soaked in acid then cleaned or either it was sandblasted. What does rev look like?

Reverse looks the same, sides are the sides of a normal clad coin.

If acid or sandblasted.... why would anyone do that to a coin?

Boredom or curiosty. I've done some mean things to pocket change coins myself.

That sort of looks a little like a Philipine coin my wife has that sat on the bottom of Manila Bay for many years. So could it be saltwater damage rather than acid?
