    The scan looks 64 to me because of the strike. However, the scan doesn't show the luster...whether it's there or not...and I do see what may be high point rub on the obverse, so it could have been graded lower. In addition, if the luster were blazing, it might have been graded higher. Hard to tell from this scan but my guess is 64.

    Picture. It has very good luster and it indeed is graded by pcgs ms-64.
    The strike is why it seems. Thanks Mr. Hall image
