no the starting price was 8.95 i tried to snipe it with a 10.95 bid but i got a message saying the product was BIN'd so my bid didn't count. I think when the BIN is used the BIN price goes into the starting bid spot.
It's not a snipe. When someone BINs, it ends the auction. Usually the bid time and end time are the same -- in this case they're off by a second. Nothing weird going on here.
And also, if you BIN a no-reserve auction, the BIN is the first bid, thus it appears that the first bid was in fact the BIN price... most in this case, the starting bid was $x.xx, but now reads $12.95.

Correct me if I am wrong, but the starting price and BIN were the same. That is atleast what the link shows me.
I think that the buyer wanted it, might have seen it late and just did the BIN thang. Knowing that it would not go into a bidding war with anyone.
