Milky White Spots

Ok so time for what may be a simple question but I just don't know. What causes the milky white spots on coins? I was going through my washington proof set looking for one to upgrade and saw this. It's a 1987-S PR69DCAM 25c with a golden toning and kinda milky haze around the edges on 2 sides and a couple spots on the rev.. Always wondered this.
