Rotated Coins/Slabs

Who is responsible for all of those rotated coins in holders from PCGS, and others ?
I do know that they will "re0holder" a coin for $5.00, but what is the policy with
those that rotate in the holder, it seems as though PCGS would be eager to reholder them
at no cost since it does look shabby, any info ?

    Annoys me to no end also. I have sent several in under the reholder service. Foolish, no doubt, but if I'm going to keep it I don't want it rotated. They say you can rotate it back by "spinning" the holder yourself, but I haven't had much success with it. I've never asked PCGS if they have any policy on it. In any event, your cost of shipping to & from PCGS is the biggest expense anyway, the ten or fifteen bucks to get two or three of them reholdered seems minor.
