"rare" 1985 Red Book

In the December 31st issue of NN(on page 41) a major well know dealer is advertising 1985 Red Books for $49.95. The claim is that these are "compliments of Coin World" and are rare because most were water damaged. Does anyone know the story behind this and if in fact there is any truth to the claim?
