Washington Quarter Question

I was wondering about the initials under Washington's neck. Attached is a picture of it. I do know that the FS is John Flannagan the designer. But what about the other to letters? I think they are WC but not totally sure.

    Those are the initials of William Cousins who did the slight modification of Washington's portrait on the obverse for the State Quarter program.
