Looks like David Hall is true to his word. After a total of one made for about three years, the pop of 70DCAMs in the series has gone up by four since 11/26/02. As follows:
1992-S Silver, up 1 to 58
1995-S, up 1 to 8
1996-S Silver, up 1 to 30
1998-S Silver, up 1 to 1
There was also a 1994-S Silver made in the month prior to this period, but that was before the sea change.
How are things in the other series?

You have to believe that with the popularity of Registry sets, many as yet unseen proof sets will start getting looked at and that the population will increase as people send their coins in to be graded - I figure that I have 30-40 post 1970 proof sets that haven't seen the light of day in a long time, how many more people are in the same boat, and how many PR70's are there out there?
