Well, technically he's correct, he doesn't know anything about toning coins, if he did they would look alot better. And of course it is chemical, but he probably doesn't know enough to know which one caused them to look so bad.
So I say, he's using Clintonese, and not lying!

Huh? It reads like he`s contradicting himself. If he knows about " coins toned by time and air or chemical " wouldn`t he know why it looks that way? What other way is there? Putting them in the oven at 400 degrees fits the definition of " time and air " . Also chemical if its a gas oven. The only way to avoid " air " is to put them in outer space that is out of our atmosphere.
