At the ANA grading class, they said that a Mercury dime with a wheel mark can't be higher than 64. They didn't say anything about other coins.

I'm assuming you mean counting wheel mark - if that's the case, this has been one of the main culprits in the scarcity of gem quality Franklins from the 60's - they where put through counters, and those which were marked with a scuff on the face will not grade above a 64 either.
The business strike modern Washington quarters and Kennedy half dollars I have submitted with any sign of a wheel mark have been bodybagged. Wheel marks are common on 79-D and 80-D quarters for some reason.
