What does FS-007 mean on a NGC label for a 3 Cent silver?

I have an 1862/1 3CS coin in a MS65 FS-007 NGC holder.
What does the FS stand for; obviously not full steps. Is it first strike ; full shield or something else?
Only other point is that the coin was misattributesd by NGC as an 1862 and resubmitted and reholdered as the 62/1

In Cherry pickers it says there will be a faint line in the opening of the 2, also

I am sorry to be stupid, I forgot about the Fivaz and Stanton numbers in this context.
I have not had these attributed with FS # on slab labels in any of my other 62/1 Trime overdates of which I have 4 -2 MS66 and 2 MS65 (3 NGC; 1PCGS).
Nor do I recall FS # on NGC labels for any of the other coins listed in the Cherrypickers guide.
When did NGC start doing this?
