1997 ASE nasty looking!!!!!!

I was in the process of sending out my last 2 for pcgs grading.I knew they were starting to tone(still in the original Littleton holders) around the circular window but when I put the 10x to them they looked disgusting.The toning looks like rust and it's just in the area around the window edge.I know nothing about toning but it just don't look right.They were nice looking Eagles with no marks and real nice luster.Now I don't dare to send them in. I'm wondering if the cardboard holders did something to them or is that the natural process?
