Is this AT or is it "GENUINE" toning??

I don't know how well NTC can authenticate toning but i was wondering if this is AT or not. Also the word GENUINE is that referring to the coin or the toning?

I like the looks of it but the colors just don't look natural.

"Genuine" would refer to the coin, not the toning. It appears to be A.T.

The slab says "genuine" but there is no grade. So, I would infer the coin is real but the toning is not, and the grading service refused to give a grade to this AT coin.

Then why didn't they mention that it is AT?

If you look at his other auctions he has a few more NTC coins with just the word GENUINE and no grade, some of them have no toning at all.
