    Have you tried contacting the military? (You said it looks like a military ID number) If it is, he would be an older veteran as the military stopped using id numbers and went to SSANs sometime ago. What about the cops? Maybe the guy is missing or something. Who knows. I would have a hard time disposing of it without contacting those two agencies at least.

    I grew up in Beloit, small town in north central Kansas, but know of no relatives by the name of Clarence. I'll ask my mother. Can you divulge what town you were close to, when you found it.
