Help me find Clarence P. Hansen, Please

I found this bracelet while metal detecting. I would like to find it's owner and return it.
It has a military serial number on the back and appears to be Napier silver (whatever that is).
It was found in a rest area/RV park so the owner could be from anywhere.
Thanks for any and all help.
