Die Chatter and Grading Lincoln's?

When looking at the pictures on Heritage of the 4 or the 11 total graded MS67RD 1958 Lincoln's. Its apparent that at least at one point in the PCGS history that die chatter was NOT a factor in grading a coin, much like a die break I suppose. By die chatter I mean the marks you see on the shoulder and typically on the "O" in "ONE" on the reverse. I believe this is caused, especially in the 50's "P" mints from poor quality copper. Pieces peel off and leave a dust of copper particals that build up and damage the die.
My questions are:
Should die chatter matter in grading?
Have the PCGS grading standards changed with regards to die chatter?
Do you send in coins with die chatter expecting PCGS or NGC to ignore it as an "As struck" aspect?
Can you get an MS67 or better coin with die chatter?
Should a coin without die chatter be graded higher due to a higher Eye appeal?
