Advanteages of selling complete sets

I read that a complete set of coins increases in 10 to 20% in value by virute of it being truly complete.
First, is this true at all?
Second, are there any conditions? Do the coins have to be very well matched in grade and appearance?
Third, does this work for all kinds of sets or just date and mintmark runs of a single design?
In the future if I sell my 20th century type set, will buying the 1916 Standing Liberty quarter to complete it automatically boost the value of the entire set?
