Can you remove a reserve with a bid?

On eBay, suppose you have a high start and STILL a reserve (almost to the ridiculous point)... someone bids for fun, knowing the first bid isn't the reserve, and since they don't hit it, they aren't obligated to do jack...
Can you remove the reserve and lock in their bid as binding, or are they out of the clear since they never "agreed" to the price?

Start at a price I want and have the reserve at that price (an extra 15cents for the reserve I think) - when someone bids they do not know what your reserve is.
Some auctions say they have a reserve of xxx dollars, but do you believe them? and do you bid what you think it is worth?
I might try a $24.99 start with (a "low reserve" in description) which is $24.99 so first bidder meets the reserve - just to see what happens. or $9.99 - the other listing fee cut-off.

sinin1 if you "Start at a price I want and have the reserve at that price" then when somebody bids reserve is met and it's like you never had a reserve in the first place. If eBay's listing software will even let you have a start bid and reserve at the same amount.
How can an auction have integrity if it is not an ABSOLUTE auction - and if it is not, what makes it different than a retail store?
Would you bid differently on an auction like Heritage or Teletrade IF you realized that they knew what your maximum bids were AND they did not care too much if they continued to retain the coin in question another month or 2 at the expense of the original consignor?
