Artificial toning question

I sent two small cents - a 1931-D and 1890 to PCGS for grading and PCGS experts have graded them as having artificial toning. None of the dealers who sold me the coins mentioned that they may have AT and the purchase were made several months ago. The value of each coin is less than $100.
Is AT sufficient reason to expect a dealer to give me a full refund for the coin? Should I send the coins back for a regrade? I showed them to a professional grader and although the coins do not show obvious signs of surface alteration, he did say that the color of one was a "bit off" and "suspect" about the other. Is it worth resending them to PCGS? (This is what one of the dealers suggested saying that it may grade the second time around.)
I'd appreciate any tips, advice, opinions you could offer - I'm new to coin collecting and still learning.

Usually a dealer will have a return policy posted or you should ask when buying.
I wouldn't chance throwing away additional grading fees, especially on lower priced coins. Sometimes the terms "artificial color" and "artificial toning" are used synonymously. And,while they don't mean the same thing for copper coins, a no-grade is a no-grade, just the same.
I'd recommend contacting the selling dealers, nicely telling them what happened and asking if you could have your money (or most of it ) back. Under the circumstances, I don't believe there is any obligation, whatsoever, on their part.
