I asked this question about 3 weeks ago, and have not gotten a response.
PCGS evaluates for this designation by the lowest three lines. NGC purportedly evaluates all seven. On the surface, it would appear an NGC designated FBL is going to be a better looking coin (grades being equal) than a PCGS designated FBL. If this is an accurate representation, many PCGS FBLs couldn't cross into an NGC holder.
I know you don't (and frankly neither do I) want PCGS coins crossed to NGC, but, not crossing because NGC's criteria is more stringent cannot be an acceptable position if you want to be number one. I know I am not happy with the notion that a NGC set of equally graded Franklins will more likely represent better struck coins.
