It certainly has all the hallmarks of a proof, sharp rim and reeding; surfaces look proof. If it is a mint set coin, you have a winner. But, looks like an interesting packaging mistake to me.
I have to say that this coin is a proof which would have come in a yellow envelope. The mint sets come in white envelopes but obviously these could have been switched. If it really is a Proof that was packaged in a Mint set this is a very interesting packaging error.

What a messI have here,a good friend of mine from CA sent me about 30 mint sets,and a few 84 CC Dollars,including about 20 PR set's.He asked me to sell them for him,they were his Father's coin's,and im just starting to go thru them.Al

Was it an original mint set package with P & D coins in the cello with the treasury emblem in each?
