A question for the experts of the board!

I recently purchased a set of 1900 Cope's Golfers from a gentleman in Germany. Now before you start jumping on the "golf is not a sport" topic, let me tell you that these cards are rarely if ever seen, and I have personally only witnessed 3 complete sets come up for auction anywhere in 8+ years of collecting.
Many of these cards are discolored on the back. It does not look like a glue residue from being pasted in an album, maybe tobacco stains????
Do any of you have experience with this at submitting cards with similar criteria to PSA> I mainly want to have the encapsulated to keep them protected (also may get a nice registry award in 2003) but am curious how this may affect the overall grade. Does PSA have a "pre-review" program like PSA/DNA. It would be great if they did. I may try to put a scan of a couple cards on here if some one can PM me and explain how to do it effectively.
