What probably happened is that the original owners claimed insurance and when the property was recovered, it wouldn't be returned. The insurance people probably are cooperating and using it to repay the insurance premium paid out. My guess, anyway.
I would guess these items were never claimed by the rightful owners. Our local sheriff auctions recovered property once a year and there are tons of items from mink coats to baseball bats. Many many bicycles,lawn mowers and power tools.Even if you file a report the police probably will never link your report to recovered items.
If they don't do the link, how do they know they're stolen? If the police don't even try to return the good to the rightful owners, do we only fill out a report to give them paperwork to fill out? If a rare coin was stolen from me, the insurance paid out to me, the coin recovered, I would want to know, I would want the coin back, and I would be happy to give the insurance company their money back.
