When this one was holdered, was ACG credible?

This looks like an old holder with a photo in the holder. I am curious whether ACG was an acceptable grading service when these holders were in use. It looks like they designated this coin A3-65. I guess that must be their code for 65 details and cleaned. The coin is pretty dull, and Coast to Coast used quite a bit of lighting to pick up the color. I think the surfaces look dead. I am not interested in the coin (not a fan of C to C), but haven't seen this holder before. Unusual that the coin is upside-down in the holder.
