If stored under the right (or wrong, depending on your POV) circumstances yes, they will tone.

yes, some 99 and newer sets are toning quickly regardless of how they're stored.

Why do they tone if they are sealed?

I guess there is no way to prevent it.

It is mostly because the sets are not air tight and the inserts the mint uses can accelerate toning.

Sure do...I've got a 1970 set that has nicely toned. The sight of a dime with reddish and bluish target toning against cameo is way cool.

I have a 99 ment proof set that has gold tonning on the quarters only the .01-.50 has no sign of any toning and I store them in the same mint box as they came in.
