2-4" for PL (some mistiness allowed). >4" for DMPL with no mistiness.

Aren't those distances for reading standard newsprint & not 2" letters? image

More important than the depth of the mirrors(which BTW, is closer to 4"-6" for PL and 6"-8"for DMPL), is the "look" PCGS and NGC graders both say it has to have the "look" of a PL or DMPL, which basically means that there has to be visually evident contrast between fields and devices, not necessarily cameo but the mirrors have to have the look of a mirror with the naked eye. BTW, these services are tougher than I've ever seen the last year or so when it comes to designating PLs or DMPLs. It's hard to tell from your pic if that coin has the "look" required. I have quite a few DMPLs that I cracked out for an up grade and almost all came back PL. Some of these have readable print of 8"-12" on both sides. So I speak from painful experience. These weren't common dates either.

So, are they more appropriately graded now or then.

BTW, I don't believe the services use "newsprint". They have developed a ruler-like device to use specifically for this purpose, or at least, this device is what they display as the tool for measuring mirror depths.
