I dont get why we pay so much either, it takes 5-10 seconds to grade and 5 cents worth of slabbing material.

My assumption is that it is because if regrades were free, they'd be buried in submissions by people who just wanted to take a shot even when they know the coin is not really a legitimate candidate. The game is bad enough as it is, it would be a disaster if there were no barriers at all.
