Would a quick dip help this hazy DMPL?

Agreed. That coin has serious issues that will never be resolved. It's a common enough date, wait for a nice one and don't be afraid to pay a fair price to get it. "Bargains" like this coin are rarely that.
Actually, the 1882-S is not at all a common date in DMPL, (like an 80-S) especially in MS64 and above.
The 82-S in DMPL is sometimes found with white, cream color, or tannish color spots that can cover large areas of the fields on both the obv. and rev., but more commonly on the obv. I'm not quite sure if these were mint caused or due to post strike storage issues. In any case, dipping will generally NOT remove this discoloration and in many cases can make it appear even worse.
The 82-S can also occasionally be found with a deep mirror full cameo obv. and absolutely no prooflike qualities on the rev. These coins usually will not exhibit the spotting in the fields as the fully DMPL coins will be found with. A fully gem DMPL (both sides) 82-S without any spotting and cameo contrast is a rare piece IMO.
