Set Registry ratings???

I took a closer look at Richard Greens Silver Washington Quarter collection and ran a couple numbers. There are 83 coins in the set and the total points based on grade is 5545 - that number devided by the 83 coins gives a set average of 66.807 - Why does his set list as 66.70???

I was unaware that any coins were "weighted" more than others. I this the case? If so, which ones?
