Question about Ovation & Hardcourt Rookie Cards

Both brands list levels but are specific to the card numbers. ie, HC
99-120 Print Run 1999 sn sets
121-129 Print Run 1299 sn sets
130-135 Print Run 799 sn sets
Looking at the base set as its listed in Beckett(December 2002) there are no Jay Williams other than #135, it appears that Jay Will only comes as a .../799 (Level 3) card.
any other opinions?................
