Maybe back in the day it was thought to be worth less... being defective, and all. Plus, it provided a nice place to bludgeon that hole through it without interfering with the design.
The seller of the holed off center indian cent is Chris Pilliod. He's a fellow member of the Liberty Seated Collectors Club and a highly regarded numismatist.
Chris is also president of the Flying Eagle and Indian Cent Collectors Society. He has offered a lot of very interesting IHC varieties on eBay and is a great guy.

Error coins recieved relatively little respect until fairly recently (1960's). I have read comentary from the early 2oth century with tails of merchants and coin dealer throwing error coins such as Uncirculated off-center V nickels into the trash because they were "defective" This coin was probably seen the same way. Foist it off onto someone else if you can. So it stayed in circulation until one day when someone got it who couldn't pass it on and he mutilated it. I have a nice double struck 1802 half cent with the second strike far off-center. The coin grades fine with smooth brown surfaces, no porosity. And it has been holed through the second off-center strike.
