What do you think should be done when someone is discovered, who dishonestly uses a cert number?
Personally, I think they should be suspended or banned from the Registry. If not permanently banned, then suspended for a minimum amount of time, say 6 months. Sets they have listed would still be valid, but would be removed from the Registry for the time they are suspended. Sets would be reinstated without change, when the suspension is up.
If it happens a second time, they would be permanently banned from participating in the Registry, ever again. PERIOD!

And just to set the record straight, I own ALL of the coins in my sets! After all, I would hope if someone was going to steal numbers, they would get better numbers than I have listed!
If the premise is that the Registry is for legitimate collections and collectors, who want to share their treasures with others, then there would be no room on it for the liars, cheats and thieves.

I think we have struck a nerve here and Russ has gone and said the BM word.
My only concern here would be like someone else said about a database problem. But yes, if someone is purposely using cert numbers that aren't theirs ban them. I don't even see the need to give them a second chance.
