regrade and refund

I have a 1844-o half dime in MS64(PCGS) whitch cost me $xxxxx, but I think it's overgraded by a point.
If I am to send it to PCGS for regrade and if you agree it's overgraded by a point, do you refund money?
If so, how much money do you refund?
According to CDN, this date in MS63 is $8250, but they don't have price for MS64 or above.
PCGS price guide doesn't have price for this date above AU.
How do you make your decision how much to refund?

I also want you to ask you one more question.
I heared that PCGS do favor in grading for scare/key dates...I mean, say, if you see a coin whitch is a borderline MS63/64, then you give 64 if it's a scare date, but is that true?

    The policy on the guarantee resubmissions is that we pay the cuurent market value for the original grade and we keep the coin...or we pay you the difference between the current market value of the original grade and the resubmission grade and you keep the coin...your choice.

    We don't change the standard for rare dates.
